A landlord's public complaint said a plumber added $38 and billed $75 for an estimate she never approved

She paid $1,723 for a water heater replacement. The company replied in public that the property manager approved the $75 by phone and the $38 was a part with no labor charged, mentioned collections after 60 days, and said it had blocked both complainants' numbers.
